    COUNCIL PRESENT: Jensen, Koppert, Watters, Munsen. Mayor Mitchell presided.
    COUNCIL ABSENT: Christensen.
    OTHERS PRESENT: Bob Kelly, Allan Holmen, Steve Schwaller, Carol Herzog, Norm Herzog, Richard Meyer.
    ZONING REGULATIONS: Mayor Mitchell opened the public hearing at 5:00 P.M. Walker explained that the Planning & Zoning Commission had met and recommended the change. Also that when requests have gone through the Special Use process, that Planning and Zoning Commission and the Board of Adjustment have been arriving at approximately 4,000 square feet per unit; even though the Zoning Ordinance calls for 2,000 square feet per unit. In addition, if the ordinance is changed, it still doesn't mean that the Boards have to adhere to that number, because multi-family dwellings still remain a special use. Further discussion followed about the proposed ordinance changes. Mayor Mitchell closed the public hearing at 5:35 P.M. ORDINANCE NO. 06-04 AMENDING THE CODE OF ORDINANCES OF THE CITY OF ARNOLDS PARK, IOWA, 2004 TO CHANGE THE REQUIRED SQUARE FOOTAGE OF LAND TO READ AS FOLLOWS: IN THE R-2, R-3 AND R-4 ZONES THE MINIMUM LOT AREA IS 7,000 SQUARE FEET FOR THE FIRST UNIT, 2,000 SQUARE FEET FOR THE SECOND UNIT AND 4,000 SQUARE FEET FOR EACH ADDITIONAL UNIT IN EXCESS OF TWO. Introduced by Munsen with the motion to waive the 2nd and 3rd readings. Seconded by Jensen. The roll was called and the vote was: AYES: Munsen, Jensen, Koppert, Watters. (Christensen absent). NAYS: None.

    WATER SUPPLY BRIDGES BAY: Grants of Easements & agreement for water supply Iowa Lakes Regional Water/City of Arnolds Park/Bridges Bay LLC. Discussion: Richard Meyer was present to address the Council concerning the agreement. He had three major points; one being that the agreement had no cap on costs. Second, the agreement guarantees the revenue to Iowa Lakes Regional Water for the second half of the construction cost and, third; the regional water group can supply water outside of the City via this pipeline. A lengthy discussion followed. RESOLUTION NO. 28-06 A RESOLUTION APPROVING THE GRANTS OF EASEMENTS AND AGREEMENT FOR WATER SUPPLY: IOWA LAKES REGIONAL WATER/CITY OF ARNOLDS PARK/BRIDGES BAY LLC WAS INTRODUCED AND RECOMMENDED FOR APPROVAL. IN ADDITION, THE MAYOR AND CITY ADMINISTRATOR WERE AUTHORIZED TO EXECUTE THE SAME ON BEHALF OF THE CITY. Introduced by Munsen. Seconded by Jensen. The roll was called and the vote was: AYES: Munsen, Jensen, Koppert, Watters. (Christensen absent). NAYS: None.
